I once read a perfectly viable explanation that instead of making a grammatical error, Bush merely misspoke and corrected himself mid-sentence. What he said was “Rarely is the question asked, is - are children learning?” and the ‘are’ was transcribed as ‘our’ because the two words sounds similar in Bush’s accent.
